Patrick Phelan serves as vice president of operations for the Children’s Home Association of Illinois. His division is responsible for the oversight, management and provision of support services across the agency to ensure internal and external customer satisfaction, maintain employee records and assist agency staff.
Phelan personally manages five critical areas of the agency: human resources, management information system, facilities, nursing services and quality improvement activities. He is also responsible for ensuring compliance with program standards set by the Illinois Department of Children and Family Services, Medicaid, the Council on Accreditation and the Illinois State Board of Education.
During his career with Children’s Home, Phelan has worked tirelessly to expand the mental health services available to children and families in central Illinois. He has developed partnerships with community and statewide leaders to improve existing programs and develop new ones. Phelan has secured funding by writing countless grants and has been instrumental in the refinement of treatment strategies offered by the Children’s Home, resulting in a dramatic increase in positive outcomes.
Phelan’s work ethic, dedication to the area’s children and families, and ability to continually deliver outstanding results made him the natural choice when the position of vice president of operations opened up. Under his leadership, Children’s Home has grown from 28 to 47 staff members, and from serving 530 youth each year to 1,230—all in just three and a half years.
Phelan eagerly seeks out service and leadership opportunities. A member of numerous groups associated with child and adolescent mental health, Phelan is seen as a champion in the field because he reaches out to the community with a message of hope to educate the public about the struggles faced by young people and their families as they live with difficult behavioral and emotional disorders.
