James C. Dillon

West Central Illinois Building & Construction Trades Council

James C. Dillon is associate director of the West Central Illinois Building & Construction Trades Council (WCIBCTC), an alliance of 15 craft unions working together to improve relationships and create harmony among its member organizations. In this role, Dillon strives to improve quality of life and job opportunities for more than 15,000 union members throughout a 13-county area in west-central Illinois. 

First elected to the Peoria County Board in 2006, Dillon has been involved with township government since 2001, serving as a trustee and then as township clerk in West Peoria through 2016. He takes his role as a leader in local government very seriously, carefully weighing how policies will affect his constituents before making decisions. He sits on numerous subcommittees with the Peoria County Board, serving as chairman of the Land Use Committee and vice chairman of the Finance Committee and Budget Subcommittee. 

A plumber by trade, Dillon is a member of Plumbers Local Union 63, where he also serves on the Finance Committee, and an instructor at Plumbers Local 63 Apprenticeship School. He is currently secretary for the Friends of Fatherless Boys organization and has participated in the St. Jude Memphis to Peoria Run and fundraiser for more than 15 years. He is also a board member for Peoria Promise and has volunteered with the Boys and Girls Clubs, United Way and Peoria Jaycees.

In 2013, Dillon received the Charles C. Schlink Memorial Good Government Award from the Peoria Jaycees for his leadership as a Peoria County Board member, township official and overall advocate for good government. He has also received the Patrick Sullivan Community Service Award for his efforts in giving back to the community. Dillon holds a bachelor’s degree in business administration from Marquette University, where he participated in the Les Aspin Center for Government. iBi
